Research Summary:
Investments in Information & Communication Technologies (ICTs) aim to provide socio-economic benefits, yet typically do so via indirect means such as Public Value. Therefore this paper studies the relationships between ICT Capabilities, Public Value and Socio-Economic Outcomes in a manner that could offer guidance on making appropriate investments in ICTs. To explore these relationships, we developed a model and an easy-to-follow data analytic methodology, and apply this methodology to data on 23 sub-Saharan African economies. Our study offers actionable results by showing that better developed ICT Capabilities allow for both more efficient impact on Public Value and more efficient generation of Public Value, and that higher levels of Public Value are associated with higher levels of socio-economic outcomes.
